Dr. Brenda Fitzgerald, commissioner of the Georgia Dept. of Public Health, says the ability to read proficiently is a matter of health, and that learning actually begins in utero.
“The body and mind of a child are not in different places,” she said. “If we are going to be successful in this endeavor to make sure we have a universal ability of all our children to read, we must remember that. And we must attend to both.”
