“The GaPSC is committed to the success of all learners and recognizes the need for all children to read proficiently by the end of third grade. We are strengthening Georgia preparation programs to ensure that teachers and leaders are equipped with the knowledge and skills to provide evidence-based literacy instruction.”
Rebecca Pennington, Education Specialist

The Georgia Professional Standards Commission (GaPSC) is integrally aligned with the Campaign’s teacher preparation and effectiveness pillar. The GaPSC establishes the standard expectations for educators—both those preparing for careers in the profession and those extending their learning throughout their careers as educators.
Because educator preparation programs also address the establishment and importance of a positive learning environment, as well as the importance of early learning and access to resources that meet the needs of children and their families, GaPSC is also aligned with these other critical pillars.
Within the statewide focus on improving literacy outcomes for Georgia’s students, the GaPSC promotes educator preparation and credentialing to ensure that educators in Georgia are well prepared for their roles. GaPSC partners with the Georgia Council on Literacy, the Governor’s Office of Student Achievement, the Georgia Department of Education, and the Sandra Dunagan Deal Center for Early Language and Literacy to create a credentialing ecosystem that embraces the principles found in the Four Pillars.
Since 2023, when Rule 505-3-.03 Foundations of Reading, Literacy, and Language was established, all teacher preparation programs ensure that candidates have the knowledge and skills to teach literacy effectively.
